3.2.6 There is a clear and appropriate distinction, in writing and practice, between the policy-making functions of the governing board and the responsibility of the administration and faculty to administer and implement policy.

Narrative:
The University of Alabama in Huntsville (UAH) is in compliance with Principle 3.2.6 because the policies of The University of Alabama System articulate clear distinctions between the policy-making functions of the Board of Trustees and the responsibility of the administration and the faculty to administer and implement policy. The three universities of The University of Alabama System share policies and procedures related to responsibilities and functioning of the Board. The distinctive duties and responsibilities of the Board of Trustees, Chancellor, President, and faculty in the development, administration, and implementation of policy are clear and appropriate. The pertinent policies are described below.

The primary functions of the Board of Trustees are listed in the Board of Trustees of
The University of Alabama Board Bylaws, Article I, Section 6. Essential functions include, but are not limited to, establishing policies and goals of the University and directing the Chancellor to implement these policies and achieve these goals.

The authority and duties of the Chancellor are stated in the Board of Trustees of the University of Alabama Board Bylaws, Article V, Section 2. These duties and responsibilities include, but are not limited to, the implementation of Board policies and the continuous review of the administration and the effect of policies in order to recommend to the Board modifications of policies or the establishment of new policies at both the campus and System levels.

The authority and the duties of the President are described in the Board of Trustees of the University of Alabama Board Bylaws, Article V, Section 3. The President's duties include the primary responsibility for all of the factors that contribute to the quality of academic programs (teaching, research, and public service) and support services of the campus. Such responsibilities include the general supervision of all campus faculties, the allocation and utilization of available resources within the campus, and all matters related to the welfare of the campus.

The UAH Faculty Handbook, Chapter 3 and Chapter 6, outlines the responsibilities of administrators and faculty in institutional governance. The institution's system of shared governance is essential to achieve the institution's mission of academic excellence and is achieved within "an environment of mutual confidence, collegial participation, effective leadership, and strong academic programs." Specific responsibilities of faculty in implementing policy though groups such as the Faculty Senate, boards, councils, and committees are described in the UAH Faculty Handbook.
