Narrative:
The University of Alabama in Huntsville (UAH) is in compliance with Principle 3.2.1, since the governing board of the University is responsible for the selection and the evaluation of the chief executive officer of UAH, the President. The three universities of The University of Alabama System share policies and procedures in relation to the Board's responsibilities in the selection and evaluation of the chief executive officer. As authorized in the Code of Alabama, Section 16-50-23, the Board of Trustees of the University of Alabama has the power to organize UAH by appointing a President or removing a President for cause. The President serves as the chief executive officer of the University and his salary is determined by the board. It is the responsibility of the Board of Trustees to ensure effective leadership, management, and control over the activities of the University. In accordance with this authorization, proper evaluations of the chief executive officer are performed periodically.
The University of Alabama System (The UA System) presidents undergo two types of performance evaluation: annual evaluation and five-year evaluation. As described in a document titled "Presidential Evaluation: The University of Alabama System" (approved by The UA System's Coordinating Committee on December 22, 2003), the following is the policy under which Presidents of the three campuses of The UA System are evaluated:
Annual Evaluation
The Chancellor of The UA System has a process for conducting an annual evaluation of each President in The UA System. These evaluations normally occur at the beginning of the calendar year.
The Chancellor's evaluation provides his observations on the work of the President in the following areas:
Agenda for the University
Faculty/staff relations
Research stimulation
Fiscal management
Interaction with other UA campuses and the system office
Relationship with the Board of Trustees
Community relations
Building leadership teams
The Chancellor adds elements for evaluation as he deems appropriate.
The Chancellor completes a written assessment of the performance of the President and provides that assessment to the President.
The Chancellor meets with the President and reviews the evaluation with the President. This review typically occurs in the first month of the calendar year.
The Chancellor provides the President an opportunity to react to the Chancellor's observations. Efforts are made to link performance to the program of work for the upcoming calendar year.
The Chancellor and the President acknowledge the completion of the evaluation.
The Chancellor reviews his evaluation with the appropriate committee of the Board of Trustees.
Five-Year Evaluation
The UA System Chancellor, Dr. Malcolm Portera, assumed that position in January 2002. Over the next two years, he and his staff developed the five-year evaluation system for Presidents. The five-year evaluation system is being phased in by the Chancellor.
The five-year evaluation is comprehensive and deals with every major aspect of the work of the President. The evaluation includes at least the following:
Vision and agenda for the University
Faculty/staff relations
Research program expansion
Fiscal management
Fundraising
raction with other UA campuses and the System Office
Relationship with the Board of Trustees
Community relations
Residential life
Building leadership teams
Intercollegiate athletics
The five-year evaluation is completed no later than six months into the fifth year of service of the President.
The Chancellor's evaluation includes two major components:
Review of the performance indicators for the campus
Interviews with campus constituency groups
Evaluation results are reviewed by the Chancellor with the President. The President is expected to share his or her vision for the future development of the campus with the Chancellor.
The President and the Chancellor formally acknowledge the completion of the five-year evaluation process.
The Chancellor reviews his evaluation with the entire Board of Trustees.
Confidential results of evaluations of the President are maintained by the Chancellor.
